There are a few basic rules that you must use so that the protractor will work properly:
1) Make sure that the 0 point is on the vertex of the angle.
2) Make sure that the bottom line of the protractor is lined up with the bottom arm of the angle.
3) Make sure it makes sense (obtuse angles are larger than 90 etc..)
